The company seeks a Senior Chief of Finance, Personnel and Administration based in Zollikofen, Switzerland, to oversee financial, HR, and administrative operations while supporting senior management and ensuring compliance.
In this role, the Chief of Finance, Personnel and Administration guarantees that leadership and teams operate efficiently by managing all human resources processes and ensuring the smooth functioning of the representation. The position supports the Head of Cooperation or the Head of the Humanitarian Office in using resources transparently and economically, while typically holding membership in both the senior management and Security Management teams.
Responsibilities
- Lead the team according to strategic goals and optimise resource usage.
- Clarify job roles, aid employee growth, and promote clear communication and collaboration.
- Build and sustain productive partnerships with authorities and external partners.
- Manage budgeting, cash flow, and financial planning, while guaranteeing accurate SAP and Esprit data and prompt financial closing.
- Assist with audit activities and enhance internal control mechanisms.
- Embed financial data into reports and handle constraints related to financial sanctions.
- Guarantee strong internal controls and upgrade administrative procedures and tools.
- Manage archiving, company assets, inventories, and building maintenance alongside IT and logistics teams.
- Keep emergency readiness high and coordinate infrastructure and compound requirements.
- Review and approve budgets and financial statements, ensuring adherence to SDC standards.
- Evaluate financial and operational risks, analyse reports, and track project progress.
- Assist with procurement, contract oversight, institutional assessments, proposal creation, and final reporting.
- Serve as the primary HR contact and streamline human resources workflows.
- Organise staff training, aid recruitment and employment terms, and maintain local staff management frameworks.
- Advise supervisors and coordinate the MbO process.
- Provide partners with training and guidance in finance, HR, administration, ICS, and PCM.
- Support audit activities and track the implementation of recommendations.
- Strengthen partner systems for compliance and effective delivery.
Requirements
- A university degree or equivalent professional training in finance, business administration, or a related discipline.
- Minimum five years of professional experience, with at least two ideally gained abroad within a humanitarian setting.
- Demonstrated success collaborating within multidisciplinary teams in complex, dynamic environments.
- Political and diplomatic skills for engaging with various parties, interest groups, and ideally multilateral organisations, civil society, and authorities.
- Meeting all basic criteria for inclusion in the SHA pool.
