Armed Forces and Non-State Armed Groups Delegate

The ICRC seeks a Mid-level Delegate in Geneva to define policies and lead dialogues with armed forces and law enforcement, aiming to mitigate humanitarian impacts of conflict.

This position supports the International Committee of the Red Cross in its mission to protect individuals affected by violence. The role focuses on establishing frameworks for engagement with security actors to ensure compliance with humanitarian principles and reduce the suffering caused by armed conflict.

Responsibilities

• Establish the concepts, guidelines, policies, and procedures that govern interactions with armed, police, and security forces involved in law enforcement.
• Support management and relevant departments by providing specialized expertise in police, guard, and escort (PGE) matters within delegation strategies.
• Foster critical thinking on operational practices and lessons learned, ensuring that law enforcement authorities take ownership of integrating legal standards and compliance into their work.

Requirements

• Demonstrated expertise in international humanitarian law.
• Proven ability to conduct dialogue with law enforcement officials.
• Specialized knowledge in police, guard, and escort (PGE) operations.
