DCAF seeks a Senior Advisor for Policy Engagement in Geneva to lead policy influence efforts, conduct political analysis, and coordinate participation in international security forums.
The organization has created a dedicated Policy Engagement team to strengthen its impact on national and international security sector governance. This position supports the Head of Policy Engagement by shaping strategies for global and regional policy processes, ensuring DCAF’s contributions are relevant and transformative.
Responsibilities
- Identify and pursue opportunities for the organization to contribute to global and regional policy discussions.
- Provide expert political analysis and substantive input to develop policy influencing strategies.
- Coordinate internal contributions to the OECD DAC Handbook on SSR, including facilitating consultations and monitoring deadlines.
- Lead or assist in creating policy analyses, position papers, and briefs.
- Support strategic participation in international security and development forums by organizing submissions and events.
- Review policy products for analytical rigor and coherence.
- Facilitate cross-entity coordination to integrate policy objectives into program design.
- Engage with peer institutes to advance thematic initiatives and policy dialogues.
- Support donor engagement and project development.
- Oversee financial management and donor reporting for assigned projects.
- Draft briefing notes and background papers for senior leadership.
- Contribute to corporate monitoring, evaluation, and learning processes.
Requirements
- Minimum of 10 years of international policy experience in governance, peace, security, or development.
- Advanced university degree in international relations, political science, or security studies.
- Proven track record of successful policy influencing and concrete policy changes.
- Experience coordinating organizational participation in international policy fora.
- Ability to draft and edit high-quality policy products for diverse audiences.
- Excellent analytical, communication, and stakeholder engagement skills.
- Experience with multilateral and regional organizations such as the UN, EU, or World Bank.
- Strong interpersonal and collaborative skills.
- Excellent organizational and administrative abilities.
- Fluent written and spoken English.
- Swiss or EU citizenship or a valid Swiss work permit.

- Proficiency in French or other languages.
