The International Labour Organization (ILO) seeks a Director for its Information and Technology Management Department (CIO/CITO) based in Geneva. This senior, fixed-term role requires strategic leadership in digital transformation, cybersecurity, data management, and technology services across global offices, reporting to the Assistant Director-General for Corporate Services.
The Director of the Information and Technology Management Department (CIO/CITO) serves as the ILO’s central authority for information, digital, and technology matters, overseeing enterprise-wide initiatives across Headquarters, regional, and field offices. As a senior management member, the role advises the Director-General and Assistant Director-General on technology strategy, digital transformation, and risk management to support organizational performance and reform goals.
Responsibilities
- Set the strategic direction for the ILO’s information and technology management, ensuring alignment with organizational goals.
- Develop and manage the organization’s digital and technology strategy, adapting to priorities, constraints, and risk tolerance.
- Oversee human and financial resources within the department, allocating them to ensure timely delivery of results-based projects.
- Advance digital initiatives in a regulated, consensus-driven environment, using diplomacy and influence to balance stakeholder needs.
- Advise senior leadership on technology, data, and digital investments, including market analysis and policy development.
- Lead digital transformation efforts to improve collaboration, knowledge sharing, and user experience globally.
- Ensure secure, reliable, and cost-effective technology services support global operations while maintaining continuity.
- Guide the design of shared or global service models for IT, enhancing efficiency, consistency, and value.
- Lead the integration of artificial intelligence and emerging technologies, ensuring ethical use and measurable benefits.
- Establish enterprise-wide governance for architecture, digital platforms, data, AI, cybersecurity, and technology investments.
- Manage information, cybersecurity, and business continuity risks in line with the ILO’s enterprise risk framework.
- Oversee enterprise architecture, standards, and technology roadmaps to ensure long-term coherence and interoperability.
- Lead information and data management, analytics, and business intelligence, promoting data governance and responsible use.
- Represent the ILO in UN-wide digital forums and build collaborative, trust-based partnerships across the organization.
- Perform other duties as assigned.
Requirements
- An advanced university degree (Master’s or equivalent) in information management, IT, computer science, digital transformation, data science, or a related field.
- At least 15 years of progressive experience in information or technology leadership, including senior executive roles at the international level.
- Proven experience leading large, complex IT functions in international or public sector organizations.
- Demonstrated success in digital transformation, enterprise systems, data analytics, and technology-driven change.
- Experience managing large budgets, multidisciplinary teams, and complex vendor networks.
- Track record in building and managing global service delivery models, including service centres for distributed organizations.
- Excellent command of one of the ILO’s working languages (English, French, or Spanish) and working knowledge of a second.
Nice to have
- Working knowledge of a third ILO working language is an advantage.
- A first-level university degree (Bachelor’s or equivalent) in a relevant field, plus two additional years of experience, may be accepted in place of an advanced degree.
