Chief Strategy Officer - Department of Data, Insight and Policy (DDIP) (P)

The International Organization for Migration seeks a Chief Strategy Officer for its Department of Data, Insight and Policy in Geneva. The role focuses on advancing data, AI, and policy strategies, resource mobilization, and global partnerships.

Reporting to the Director of the Department of Data, Insight and Policy (DDIP), this senior position drives the department's strategic objectives. The role is pivotal in expanding resource mobilization, strengthening partnerships, and enhancing coordination between data, artificial intelligence, and policy initiatives to maximize organizational impact.

Responsibilities

• Design and manage an advisory support model that helps IOM's country, regional, and headquarters departments utilize DDIP's expertise and resources effectively.
• Lead the creation and execution of continental initiatives to expand and consolidate datasets that inform operations and anticipatory actions for governments and stakeholders.
• Develop the next-generation Migration Data Strategy and ensure alignment with other key frameworks, such as IOM's AI Strategy.
• Oversee the design and implementation of continental data platforms to support operations, programming, and policy development.
• Coordinate the implementation of the IOM Data for Solutions roadmap, supporting the Secretary General's Action Agenda on Internal Displacement and producing the PROGRESS report series.
• Explore, advise on, and implement new data initiatives that align with DDIP and IOM strategic goals.
• Represent the organization at international and regional meetings, as well as inter-agency activities.
• Develop and lead resource mobilization and engagement strategies to attract new partners for IOM's global data and policy activities.
• Provide regular briefings to Member States and key partners on DDIP initiatives and progress.
• Establish and expand the DDIP network in Global and Regional Offices to strengthen partner engagement and collaboration.
• Ensure maximum visibility and exposure of DDIP's global outputs and impacts to partners.
• Provide strategic guidance on resource mobilization efforts, identifying new donors and developing projects aligned with DDIP and IOM mandates.
• Serve as IOM's senior technical representative in inter-agency and system-wide reform efforts related to data and AI, including the UN80 Data Quint and the Humanitarian Data Collaborative.
• Coordinate technical inputs from various teams to key system-wide efforts, working closely with HQ Departments, Regional Offices, and Country Offices.
• Represent IOM as a technical expert in global data and AI governance initiatives, such as the UN Global Dialogue on AI Governance.
• Broaden strategic engagement with government data and AI teams to explore technical collaborations aligned with IOM's strategies.
• Advise on and facilitate strategic engagement with university partners to expand DDIP's academic partnerships in data science, ethics, and systems.
• Collaborate with ICT and PSP to engage with private sector technology partners for initiatives related to data, AI, and policy.
• Maintain close working relationships with key stakeholders to leverage DDIP's data, analysis, and policy capabilities for their work and programs.
• Develop and lead cross-divisional initiatives to promote a workplace culture that upholds IOM's standards of conduct and zero-tolerance policies, modeling respectful and inclusive behavior.
• Perform other duties as required to meet DDIP and organization-wide mandates, including participating in overall management activities.

Requirements

• Master's degree in Information Technology, Mathematics, Statistics, Engineering, or a related field, with ten years of relevant professional experience; or a university degree in these fields with twelve years of experience.
• Extensive experience coordinating global teams with senior management, regional and country stakeholders, and data science, analytics, or information management professionals to deliver actionable data.
• Extensive experience in setting up, implementing, and managing data operations, including in large-scale emergency response and crisis contexts at country, regional, and global levels.
• Extensive experience in mobilizing large-scale resources and funding for data activities at country, regional, and global levels.
• Extensive experience in developing large-scale integrated data and information systems.
• Extensive experience in applying technological innovations to the large-scale deployment of data and information systems and tools.
• In-depth knowledge of large-scale data collection and management operations.
• Knowledge of UN and bilateral donor programming.
• Knowledge of system infrastructure and technical development for data and information systems.
• Fluency in English (oral and written).

Nice to have

• In-depth knowledge of leading inter-agency or multi-stakeholder coordination mechanisms.
• Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish).
