Arhs seeks a Senior Data Engineer to design interoperability middleware and ETL pipelines for public health surveillance systems in Geneva, with remote work options.

As part of the Arhs Group, which focuses on complex public sector IT projects, this position supports clients in designing digital and information systems. The role centers on building robust data architectures that enable seamless integration across diverse health information platforms.

Responsibilities

  • Create technical specifications for interoperability middleware following client SMART Guidelines.
  • Collaborate with experts to define and validate data dictionary mappings.
  • Develop mapping logic between various surveillance systems like DHIS2, SORMAS, Go.Data, and OpenELIS.
  • Identify interoperability gaps and propose scalable technical solutions.
  • Document architecture decisions, workflows, and design trade-offs.
  • Build specification frameworks aligned with ICD-11, LOINC, SNOMED CT, and other healthcare standards.
  • Contribute to AI agent frameworks and orchestration layers for data integration.
  • Design and implement a Canonical Data Model as the central source of truth.
  • Configure and optimize relational and graph database environments.
  • Develop scalable ingestion frameworks for cloud and on-premises settings.
  • Implement staging layers for data validation, transformation, and quality assurance.
  • Design synchronization mechanisms for low-resource and offline environments.
  • Build production-grade ETL/ELT pipelines for automated surveillance data processing.
  • Create AI-assisted workflows for extracting data from external sources.
  • Automate data validation, cleansing, deduplication, and harmonization processes.
  • Ensure pipelines deliver high-quality data for analytics and modeling teams.
  • Optimize pipeline performance, scalability, and reliability.
  • Develop automated workflows for weekly and monthly surveillance reports.
  • Build APIs and data export services for downstream analytics.
  • Create clean analytical datasets for threshold analysis and collaborative modeling.
  • Support dashboard development and data visualization initiatives.
  • Ensure reporting infrastructure meets security and interoperability standards.

Requirements

  • Bachelor’s degree in Computer Science, Data Engineering, Software Engineering, or a related field.
  • Minimum 8 years of experience in software architecture and data engineering.
  • At least 4 years of specific experience in public health information systems.
  • Expert-level proficiency in spoken and written English.
  • Experience managing cloud-based and on-premise data platforms.
  • Proven ability to design interoperability middleware and connectors (e.g., DHIS2, SORMAS, OpenMRS).
  • Experience harmonizing surveillance data for advanced analytics and epidemiological modeling.
  • Familiarity with SMART Guidelines and Digital Adaptation Kits (DAKs).
  • Demonstrated experience designing canonical data models and interoperability architectures.
  • Experience supporting deployment and scaling of digital health solutions at the country level.
  • Experience leading engineering teams and documenting architectural decisions.
  • Strong track record of collaborating with epidemiologists, surveillance officers, and cross-functional stakeholders.

Nice to have

  • Intermediate knowledge of French and any other UN language is an asset but not mandatory.
